A refusal charge typically carries with it a loss of license of one year without the chance of a restricted license.
It appears that Officer Gilligan may have gotten a break on the refusal; I am sure deserves that break; I just wish that ordinary citizens received the same consideration.

Annette Griffin, Superintendent for Carrollton-Farmers Branch schools has been charged with driving while intoxicated DWI.
Superintendent Griffin will probably be fired by the school board on December 4, 2008.
The school board has even removed her profile from the website.
Superintendent Griffin will lose her $285,000 salary not counting benefits when she is terminated.
Superintendent Griffin has been on paid leave since October 9, 2008.
Griffin was arrested at a Dallas/Fort Worth International toll booth for DWI. Her reported blood alcohol content was 0.19. Maybe it was even correct.
Dr. Griffin has not been convicted of DWI; but she is getting fired just as if she had.
Dr. Griffin was Texas Superintendent of the year in 2000.

Virginia is now or will soon be replacing its “dated, unstable and unreliable” Intoxilyzer 5000s.
Virginia’s Department of Forensic Science has always maintained to the public that these gadgets will know they are making a mistake and not give an incorrect result.
In other words, a perfect machine that never makes mistakes!
That of course, is impossible; there is no perfect machine.
Internally, the Department of Forensic Science complains about increasing instrument failures and its inability to find replacement parts.
In any event, in July, 2008 a suspect was tested on SN68-001998, the Intoxilyzer 5000 in the Rockingham County, Virginia Sheriff’s Department.
The breath test result was .60 BAC.
Two hours and two minutes the subject’s blood test showed her true BAC, 0.00; no alcohol whatsoever.
The ultimate False Positive. These gadgets are dated, unstable and unreliable just like the Department of Forensic Science has been saying since 2005.
